Storm Hold:  The Inner City

       At the heart of Storm Hold lies a riotous collection of richly 
adorned buildings surrounded by statuary, fountains, and parks.  There is 
also a large arena for sporting events ranging from Garda Ball to gladiator
combats.  The southern part of the inner city is dominated by temples to 
a wide variety of human gods.  A few of the temples also cater to non-human
gods.  A major issue regarding the temples is which side of the wall they are 
on.  A few temple keepers regard the isolation of the inner city as robbing 
them of their constituency, and they have built their temples just outside the 
inner city to allow both citizens and non-citizens to worship there. But the
majority of the temples are built inside the walls and cater only to the rich.
Even these, however, will often have smaller chapels and the like outside the

       The architecture of the inner city varies widely.  A significant 
fraction are built in the style of the Empire: Marble with copper roofs and
and emphasis on flourishes and spires.  Others are built out of a variety of
native rock or lacquered wood.  The shapes of these vary from the absolute
geometric simplicity of the Council Dome to to outlandish tree-like 
constructions which make up the Dirkasso embassy.
       Despite the wall and guards surrounding the inner city, it is not
without crime.  Petty theft and occasional major break-ins have led the 
Citizens Council to believe that the Theive's guild has a tunnel under the 
wall which is allowing its members to enter the inner city and rob the rich.
Despite large-scale efforts by the city guard, the tunnel, if it exists, has
not been found.
